You live in a community of 55 families, with 9 unoccupied spaces.  A “neighborhood” consists of the squares adjacent to that area – there are 8 squares for interior houses, 5 squares for houses on the edge and 3 squares for houses in a corner position.  You have two groups of neighbors – the quarters and either the pennies or the dimes.  Each penny or dime wants to live in a neighborhood with at least two other pennies or dimes.  Each quarter wants to live in a neighborhood where most of its neighbors are quarters.
